"You have reached our limit of file uploads": the 2 causes

Short answer

Two documented causes, and neither is about what you did in the last few minutes. Failed upload attempts count toward the rate cap, so a file you retried eight times spent eight slots. And the 25 GB storage cap is cumulative across every chat you have ever had, so files from months ago are still occupying it. Check Settings then Storage to tell them apart.

This message is confusing because it appears to be about right now, and it usually is not.

Cause one: failed attempts spent your allowance

The general cap is 80 files every 3 hours. OpenAI's documentation adds a detail most people never see: failed upload attempts can count toward it.

So the common sequence is this. A file fails, because it is too large or the connection drops. You try again. It fails again. You try six more times. Nothing ever uploaded, and you have spent eight of your slots.

From your side it looks like you uploaded nothing. From the counter's side you made eight attempts.

The habit to break

When an upload fails, work out why before trying again. A file over the size ceiling fails identically every time, and each attempt costs you. Retrying is the only response that is guaranteed both not to work and to make things worse.

Cause two: storage, which never resets on its own

Separate from the rate limit, there is a storage cap of 25 GB per user and 100 GB per organisation.

Two things about it catch people:

It is shared. It covers your chats, your Projects, and your custom GPT knowledge together, not each of those separately.

It is cumulative. A file you uploaded months ago still counts, and it keeps counting until you delete the file itself. Time does not clear it, and neither does deleting the conversation: files saved to your Library outlive the chat they arrived in, so the old advice to clear out old chats no longer frees anything. Go to Settings then Storage, or the Library, and delete the files.

There is a second, much smaller storage cap. Library storage launched on 14 May 2026 with its own per plan allowance: 500 MB on Free, 4 GB on Go, 20 GB on Plus and Business, 100 GB on Pro. On Free that is fifty times smaller than the per user cap, so it is the one you meet first by a long way. OpenAI does not explain anywhere how the two caps relate to each other.

So you can hit "upload limit reached" having uploaded nothing at all today, because you are simply full.

Telling the two apart

There is one reliable way, and it takes ten seconds.

  1. Open Settings, then Storage

    ChatGPT shows your Library storage usage here.

  2. Read the number

    Near your plan's allowance? It is storage. Waiting will never help. Delete the files themselves, from Settings then Storage or from the Library, because deleting the chat leaves them exactly where they were.

  3. If storage looks fine, it is the rate cap

    ChatGPT does not display the rate quota at all, so there is nothing else to check. Waiting is the fix, and an hour is usually enough.

That last point is worth stating plainly because people go looking for it: OpenAI confirms ChatGPT shows storage usage but not how much of the rolling upload-rate allowance remains. There is no counter to find.

The other things worth checking

The right account. Signed into a different account than you think is the boring explanation and it does happen, especially with work and personal accounts in the same browser.

Free plan. Free is limited to 3 file uploads per day, which is a much lower bar than the general cap and is reached quickly.

Peak hours. OpenAI's documentation says limits may be lowered at busy times, so the ceiling is not always where it was yesterday.

An outage. status.openai.com. Uploads have their own incidents and the message you see does not always distinguish one from a quota problem.

Getting work done while you wait

If you are rate-limited and need to keep going, there is a way through that most people miss.

The cap counts uploads, not messages. Pasting text into the chat does not touch the upload allowance, so if you are blocked from uploading a document, opening it, copying the text and pasting it in still works.

There is one condition on that, and it is new. Since 22 June 2026, a paste longer than 10,000 characters is converted into an attachment automatically, which makes it an upload again and spends a slot you did not mean to spend. So split the text into pieces under that threshold and paste them in order. Tedious, and entirely unblocked by the limit stopping you.

Reporting it if none of this fits

If storage is low, you have not uploaded recently, and status.openai.com is clear, it is worth raising with OpenAI. Their guidance asks for your account email, a screenshot, the timestamp with your timezone, the platform and browser, and the request ID if you have one.

How do I know which limit I hit?

Check Settings then Storage. If your Library usage is near 25 GB, it is storage, and only deleting files will help. If storage looks fine, it is the rolling rate cap, and only waiting will help. ChatGPT does not show the rate quota, so this is the only way to tell them apart.

Does upgrading to Plus remove this?

It raises some caps, and it lifts the Free plan restriction of 3 uploads per day. It does not remove the rolling rate cap or the storage cap, so the same message can appear on a paid plan.

Could it be an outage rather than me?

Possibly. Check status.openai.com. Uploads have their own incidents and the error shown to you does not always distinguish a platform problem from a quota problem.
