Short answer
Plus raises how many files you can send. It does not raise how large or how long any one of them can be. The 2 million tokens cap that truncates long documents is identical on every plan, so if your problem is one very long file, upgrading will not fix it.

Read down the columns rather than across the top row. Four of the seven limits are identical on every plan. The only rows that move are how many files, and how many per project.
What you are actually buying
Two things, for uploads specifically.
The daily restriction goes. Free is capped at 3 file uploads per day, which on a working day is nothing. Plus replaces that with the general cap of 80 files every 3 hours, which for most people is effectively unlimited.
Project allowances rise on Pro. 25 files per project on Plus, and 40 files per project on Pro, Business, Education and Enterprise. If you keep a working set of reference documents in a Project, this is the row that decides between Plus and Pro.
OpenAI publishes two different numbers for this row
The Projects article says 25 files per project for Plus. The File Uploads FAQ, updated more recently, still says 20, and still names a "Team" plan that has since been renamed Business. We publish the Projects figure and flag the disagreement rather than quietly picking one, because both pages are OpenAI's own.
What you are not buying
Upgrading does not fix a truncated document
Long documents get cut off at 2 million tokens and this is the same number on every plan. The upload succeeds, ChatGPT reads part of the file, and nothing warns you. Paying more does not move that line even slightly.
If you upgraded specifically because a long report was being half read, you have not solved it, and you may not have noticed because the summary still looks complete.
The same goes for scanned documents. Visual retrieval for PDFs exists only on Enterprise. On Plus, as on Free, ChatGPT extracts the digital text and discards the images, so a scan yields nothing.
And storage is 25 GB across the board. If you hit "upload limit reached" because you are full rather than because you are fast, Plus does not help with that either.
Deciding whether to upgrade for uploads
Upgrade if: you send lots of separate files and keep running into the three-a-day wall on Free. That is a real restriction and Plus removes it properly.
Do not bother if: your problem is a single long document being truncated, or a scanned PDF producing nothing. Those are identical on both plans and no amount of money changes them.
Consider Go first if it is only the daily cap stopping you. ChatGPT Go sits below Plus at $8 a month, against $20 a month for Plus, and carries the same 25 files per project project allowance. OpenAI has never published an upload count for Go, so what it does to the daily restriction specifically is not documented.
For the truncation case, the fix is to send less at a time: convert to text, send only the section you need, or split the document and send the parts in order with an instruction to hold the answer until they have all arrived.
One more thing about Plus and uploads
Failed upload attempts count toward the rate cap on every plan, including paid ones. On Plus you have 80 files every 3 hours so it rarely bites, but if you are batch-uploading and several fail, you can reach a cap you did not think you were anywhere near.
